The Family Policy Institute of Washington (FPIW) has a mission, to unite a growing alliance of citizens to stand for the fundamental right of parents and grandparents to raise their children free from government indoctrination. We believe children belong to their families, not the state, the teachers, the teachers' unions, or any bureaucrat.

- Brad Klippert
Former Representative, 8th LD
Brad Klippert has 34 years of military service. 20 of those years he served as an Army helicopter pilot. In 2021 he retired as COL Klippert, Commander of the Washington State Guard. He spent 30 years as a Sheriff’s Deputy, 22 of those years as a school resource officer. In 1997 he graduated with honors with a Master’s Degree in Teaching. He has taught nationally and internationally at the elementary and college levels and in public and private schools. He served 7 terms in the Washington State House of Representatives and has served on both the Education and Early Education committees. He is also a Licensed Minister.
Brad and his wife, Kim, reside in Kennewick and have two daughters and a son.
- Maureen Katase
Academic Director, Beacon Christian Academy
Residing from a family with a missionary heart as well as being a pioneer of homeschooling in the year 1980 in the northwest of Mexico, Maureen Katase-Smith, years later, is faced with a personal need that takes her to step out in faith and assume God’s calling to her responsibility to educate her three children at home. Eight years later, God called her heart and laid the foundations for what would be the future legacy of generations of families by working directly under her guidance of academics, mentoring parents, and using diverse tools as a comprehensive, effective academic school system. This is with the main focus on obedience to the calling of God’s heart and the purpose of returning the hearts of the families to His heart and his original design as far as the education of the children is concerned. (Malachi 4:6)
Throughout her 20 years of experience, Maureen has distinguished herself by her love and her commitment to different platforms and, currently, to her work as director of BCA, a private school in the USA with an international and bilingual program in the Homeschool field. In addition, she guides and accompanies families closely and kindly in their complex academic processes. Maureen's biggest challenge today is to intervene in the current educational system to passionately promote and encourage Regional, National, and International Strategies in Defense of Parental Rights to educate their children by following their individual and religious freedoms, the same as is given by the State and the Constitution which confer to them.
- Heidi St. John
Author and Speaker
As a popular author and speaker, Heidi St. John has been speaking on marriage, family, and cultural issues for over 15 years. Her passion for encouraging moms and setting them free to boldly become who God has created them to be will challenge and encourage you. Heidi has been married to her college sweetheart since 1989, and their family now includes seven children and four grandchildren! Jay and Heidi reside just outside of beautiful Vancouver, Washington, where they have homeschooled some of their kids through high school and are still finishing up with a couple at home. Together they run the Firmly Planted Homeschool Resource Center serving SW Washington, and plant homeschool co-ops all across the nation.
Heidi is the author of seven books and you can join Heidi at MomStrong International, an online ministry where thousands of women come together for weekly Bible Studies, and Scripture Writing, online and in real-life fellowship.

Now retired, this Idaho leader of PARENTS' RIGHTS IN EDUCATION has a Masters degree in Forensic Psychology. That's MAFP, Master of Arts in Forensic Psychology. He has extensive knowledge and experience working with sexual abuse victims as a Sacramento police officer where he served 11 years in patrol.
He taught psychology and criminal justice programs at the community college level for 10 years. Therapeutic benefits of self-defense on survivors of sexual assault, sex trafficking, and intimate partner violence through targeted exposure therapy, was his grad school thesis.
According to him, "Modeling and observational learning behaviors, now called 'gender expression' are used falsely to justify gender instruction as age appropriate. Molesters are enabled by access to more vulnerable children as an entire generation are pre-groomed by the public schools."
- Elpidia Saavedra
Mayor of Toppenish
Born and raised in the city of Toppenish by a single mom. My dad left when I was young. I have 9 siblings. 4 sisters and 5 brothers. All wonderful, productive people. We worked as farmworkers growing up, poor, on welfare, but happy. My mom, an immigrant from Mexico, loves the United States and instilled in her kids the values of loving God, family, and country.
In the summer of 1998, I heard there were some council positions open in Toppenish. I felt led by God to apply, so I did and have served the City of Toppenish ever since.
Then, in the Summer of 2022, a concerned parent and family member approached me with some documents about the Comprehensive Sexual Education curriculum plan to be taught to the kids in our school district. What I read and saw was deeply concerning. To me, it seemed like a blatant attack on the faith-based values of many parents, our Latino cultural values, our kid's innocence, and mental well-being, in addition to the right of parents as a whole. I decided to get involved and help parents fight back to protect their kids and parental rights.
- M. Semi Bird
School Board Director, Kennewick
As a former United States Marine and Army Special Forces Green Beret, Semi has served our country with honor and distinction, earning several of our nation’s highest awards; the Bronze Star Valor, Purple Heart, and Meritorious Service Medal to name a few.
Semi is a Behavioral Scientist and Executive Director of Team Concepts Training and Consulting. He has had a distinguished career in leadership, serving as an Associate Director for WSU, Federal Director (DOE), and Advisor to the Ambassador of Bangladesh.
• Successfully fought to give mask choice to students• Facilitated the first-ever parent advisory committee to the school board, giving parents and families a voice• Facilitated the first-ever student representative position on the school board• Facilitated the first-ever strategic plan to proactively improve performance and fiscal accountability• And just recently; he successfully passed a policy to prevent CRT from being taught to Richland students
As a Republican Candidate for Washington State Governor, Semi has placed education reform and school choice, front and center of his campaign platform.
